I have now started using xinco and my first issue is that Greek characters are not always displayed correctly.
When using the Admin tool I found no problem. However in tha app itself I found many times where the name of a folder or a group is not displayed or displayed using escape sequences &... etc.
Looking at the MySQL tables I found this:
add_attribute: Data shown correctly in the table
core_data: Data shown correctly in the table
core_group: Data stored as &# escape sequences
core_log: Data shown correctly in the table
core_node: Data shown correctly in the table
core_user: Data stored as &# escape sequences
It looks like the data entered using admin are escaped but the other is not. However, the admin shows them correctly but the client has the problem.
This is a font problem as well as other problems in the client app.
In addition it would be nice to have the data in the database in a readable form rather than escaped. This, of course is a secondary concern.

You can add languages simply by adding them to the database table core_language.
For others to help translate the current version of xinco DMS, I publish a so-called language master pack including xinco's native languages English and German. They always include instructions, a database script that translates database content and a so-called resource file for XincoExplorer that contains all the text of the client application.
To Translate from the language master pack just grab the English database script and resource file and translate their content (not the keywords). You can email us the translated files.

Any kind of character works on my one test system with MySQL 4.0.23 running on Windows XP, but I get the problems you described on our pretty old test system at work running MySQL 3.23.58 on Linux.
What version of MySQL are you running? What about unicode support in different MySQL versions? We should figure out how MySQL stores Unicode internally and how it is handed to a Java application...
What do you mean with "when it would be done"? If you do a translation (which will probably take you an hour or two) I can either include it in the next release of xinco DMS or package it as an AddOn with install instructions.
